However my Portuguese is a little rough:
The Military Command of the East (CML) affirms that the intervention in the public safety in Rio has not changed, despite the incursions and confrontations that resulted in the deaths of the three military ones. Prior to the operation in the three shantytowns, Armed Forces troops were only encircling the favelas. But, according to Colonel Carlos Frederico Cinelli, commander of the command, the action to stabilize the regions presupposes incursions of the troops.
Government officials are not denying this is a military siege, 5 "suspects" have died along with 3 military, 70 something are arrested, several more warrants issued for drug and weapons violations. No updates since.
I don't doubt that some power tripping police have committed some atrocities. Rio's economic disparity troubles are not only an issue that needs addressing, but serve as warning to what we are quickly descending into if the corporatocracy here doesn't loosen up.
