Efficacy of the flu vaccine isn't so easy to measure. The number you are quoting is around the range of complete prevention, which is actually quite good considering there's no one virus that causes the flu even within a single year. However, there's also factors like reducing the severity of the flu if you get it which includes things like length of hospitalization, ICU admittance, and mortality, not to mention protecting those around you.
