its Mother is American so all she has to do if file for the birth certificate and passport.
Unfortunately, that means life long taxation even if they don't live in the states.
That's the tricky part.

A friend of ours lived in Iowa 30+ yrs ago to get his master's degree and his children were born in the states.
They have lived in England for 30 yrs now and were afraid to go to the states to visit.
Afraid that they would be stopped for non-payment of taxes. They are British citizens.
