If you want a term for supportive public programs, you have:

SOCIAL DEMOCRACY: Social democracy is a political, social and economic ideology that supports economic and social interventions to promote social justice within the framework of a liberal democratic polity and a capitalist economy.
And then you can become a Social Democrat.

You WILL NOT BE ABLE TO REDEFINE "SOCIALISM" in the minds of the public.
