the 25th requires the cabinet to declare an incapacity. Not Rosenstein. He can ask the question about whether it should be used but it is no more a "coup" than any post on DU talking about it. Rosenstein can discuss it, demand it, stomp his feet and hold his breath until he turns blue, but he CANNOT use the 25th on his own, and the cabinet using it is not a "coup" since the Constitution grants them the authority to do so.

So go ahead lindsey, have public hearings on this, and let yourself by humiliated by Rosenstain having to explain the Constitution to you.
