Doesn't mean there's a great depth to planning. Just some.

On the other hand, the extreme backpedaling from the Libyans on how they don't really control every where and there are lots of arms and other organized militias sort of gives the lie to the "all's well and the central government is in firm control."

Until, of course, it isn't. The lie might be that they're not in control, because if not then they can't really be responsible. CYA?
