Like the staff was dealing with Trump having yet another demented meltdown and threatening to do something awful, and they couldn't do anything with him. Either they thought it was time, or they thought the threat of imposing it would calm Dirty Donny down. Or Pence, as the next highest government official would be able to persuade him out of whatever it was.

None of us believe that he is an easy-going guy who takes advice from his staff!
