Their primary purpose is to foster a relationship between police and youth. They also assist in providing age appropriate education around bullying, gangs, alcohol, and drugs. Sometimes they serve as a single point of contact with various social services for students as well.

Different states and districts have differing policies on police liaison officers, but something clearly went off the rails in this case.
