So both of those Administrations had rules to implement the bill.

But agree that he ignores the GOP role (that bill passed with huge bipartisan support) and only focuses on the guy who, despite being pummeled with all the birther nonsense, cut him right to the core, and did so publicly, during the WH Correspondent's Dinner... and he has never forgotten it. It just eats away at him, day after day after day.
