which seems to indicate they are being allowed to roam free among society, possibly contaminating many others? I've been following the saga of the Diamond Princess, quarantined and docked in Yokohama, Japan. One of the items mentioned is that a carrier can have the virus and be contagious, but not show any symptoms themselves, for days, meanwhile coming into contact with others.

Gee, what can possibly go wrong here?
