As for companies slowing hiring and or not hiring back enough people over this I would fix it by that by actually increasing the corporate taxes to 85% for companies with 200 workers or more (and franchise company employees count as part of the corporation itself not the franchise solely) but giving incentives to corporations to hire back people at a minimum wage of at least 15 by linking it all to the companies taxes.
Closer they get to the pre crash level of people on their payroll that earn at least 15 an hour the lower the their taxes to 65% at the lowest if they hire in 5% more hourly people than they had on their payroll pre crash.
Now the more hourly wage people they hire and or have that earn 400% or higher above what the federal poverty level is it then it starts going exponentially going lower and it can at a minimum drop down to 2% corporate tax but that would take them to have 98% of their employees earning that 400%.
