That would be one who understands the constitution... as opposed to whatever your specialty actually is.
Court precedent going back about two centuries recognizes that the states have the power to pass laws regarding quarantines (Marshalls unanimous Gibbons v. Ogden comes to mind). RI has such a law and vests the governor with the necessary powers. They are not made up emergency powers, nor are they sweeping and unlimited.
