Pigford II which were payments to AA farmers who had been left out of Pigford I - where the issue was to address the rampant discrimination by the USDA against black farmers and after various court cases were finally resolved, USDA agreed to pay, the SCOTUS upheld it, and Congress had passed legislation to approve the settlement in the budget. But when it came time to actually appropriate the funds, Coburn blocked the appropriations bill until bogus changes were made (in one case, insisting on including money owned one of the Native American tribes). I actually watched the session when the attempt was made to approve the appropriation by unanimous consent and up he pops.
This did finally get resolved and the funding was approved... But it delayed it by months.
