The War College is in Pennsylvania. Colonels are its students; this is where you go to learn to be a general. High ranking officers know two things - Obama has been okay to the military and Romney's spending goals, unless he's more clear about how he wants to spend the money, are just waste and abuse. The current threat facing this country is from low-level fighters - terrorism and insurgency. These are best fought with Green Berets and SEALs. Romney seems to want to rebuild the army that would stop the Soviets at the Fulda Gap.
