States are not sovereign governments. Governors can't invoke the DPA. They are still at the mercy of Trump and suffer because of his continued failure to invoke the DPA to mass produce tests and PPE in the numbers our population needs, as well as his continued lying, and failure to follow science. Yes, population density makes outbreaks spread faster, but South Korea and Germany both have cities with high population density. What is clear is that governments who instituted mass testing and quarantines quickly upon their first confirmed case got their spread under control, like South Korea and Germany did.
