This old white lady has had $20 bills marked with a pen many times. Usually in a large chain store that counts on volume sales, like Target or Walmart.
I don't doubt that racism happened here. But it was the over-the-top reaction, slap handcuffs on him 'cause he's obviously a counterfeiter, that is the racism involved.
