In some regions with few cases, restaurants and shops were already reopened. Retail by appointment was already open for the whole state. But the stay home order was still in effect overall until June 12 and she had a phased regional reopening plan that was very detailed. Apparently she just scrapped it all. I'm flabbergasted, frankly.
