PS while I don't know Army Rules, isn't there a prohibition against using a service issued weapon to shoot civilians who have not shot at you first?
I would be shocked if he used a service issued weapon. Those are kept secured on the base. I read in another story that he had a concealed carry permit, so presumably he was using his own privately owned firearm.
