24. The DHS needs to be restructured.

It's budget, nearly $50 billion, is way too big. And, it's scope is much too broad.
Most of the agencies that were folded into it when it was created need to be taken out and put back where they came from.
The DHS should be an advisory and coordinating agency only.
It concentrates too much power under one control...perfect for a would-be Hitler like Trump to take hold of and transform into a national police force.

It should absolutely not have policing power!
