2. Maybe they're talking about NEW case counts

The number of new cases could be going down, although I don't know whether that's what they meant.

We're seeing new case count reductions in Pennsylvania now for the last 2 months, where several PA counties have been downgraded from"red" to "yellow." A few counties are now considered "green" in PA, just recently. It doesn't mean the virus is gone, it means people are following the protocols and the danger is reduced in those areas.
