Nobody is going to spend extra resources to test kits of someone who is already convicted unless they get ordered to by a court. However, if someone is in jail and requests a test, there should be some funds available to get this done. One of the few things Trump did right, in opposition to Republicans in congress, is reauthorize funding for the Debbie Smith Act which provided money to states to tackle their backlogs.
