If it's within 0.25 percent a candidate may request a recount paid for by the state. If it's within 1% a candidate may request a recount, but the candidate must pay for it if the results don't change. If it's greater than a 1% difference, then they cannot request a recount.
I mean effectively, the 0.25% threshold can be thought of as "automatic", but it still must be requested by the candidate...

Agreed. And I think there should be random recounts, even in cases when it's not close.

Thanks. I also believe any recount can NOT start until the results are certified (in WI). correct
