Press secretary is a BS job - you say what the President says - you have very little input into policy or major decisions - you are presenting the President's plans and positions to the press.
He was criticized for "only" being the mayor of a city - not having "national" government experience.
He needs an administrative position (director, Cabinet member, government representative) where he can get his "national" creds - and wherever he's placed he will be outstanding!
