That talking-to should come from their commanding officer with the Article 15s on his desk ready for the offenders' signatures.

In my military experience, that would be the proper response for this sort of misbehavior. I hope the penalty is pretty stiff, to include taking stripes and docking as much pay as the UCMJ allows.

Dumb 18- and 19-year-olds? Sure sounds like it. That's what they do to dumb 18- and 19-year-olds in the military.

This non-judicial punishment should be handled at the battalion level. The punishment would be more appropriate that way.
