3. I do not find any fault with the "dumpster divers"... the fault belongs elsewhere.

Nobody is "gaming" the system. I congratulate them for their ingenuity... especially if the leftover vaccine doses were going to be destroyed. --- Although different, I'm reminded in a way of the biblical concept of gleaning from the wheat fields.

I suppose that those in charge of dispensing the vaccines could have just as easily scheduled "stand-by" appointments from individuals in the assigned group if people are truly concerned about this.
