It will be sliding scale, to the upper-limit threshold. I don't know if all the details are known yet. It won't drop to zero when a couple's income hits 100,001.

Hopefully, if your 2020 income is less than 2019, you'll be able to pick up some more when the 2020 taxes are filed.
