In order to move and live in Mexico, Santa Anna required Americans to do three things:

1: Learn Spanish
2: Become Mexican citizens
3: Become Catholic

Why?

1: Spanish is/was the national language and nothing was in English
3: Being Catholic was the state religion.

I leave #2 for last:

2: Becoming Mexican citizens meant you must follow all Mexican laws. Mexico outlawed slavery in the 1820s. Most of the people going to Texas were from the South. One of the famous, Davy Crockett, was from Tennessee. So, if they became Mexican citizens, they had to give up their slaves. And the Americans that moved there refused to do that.

Also, a lot of the American moving there were illegal immigrants, so Santa Anna closed the border. Americans ignored it, still came, violated Mexican law, continued owning slaves, which meant that Santa Anna had to send in the army to enforce the law. . .and the Americans launched a rebellion against him.
