15. I am confused by this article.

The headline says they will be offering booster shots to all Americans on September 20. OK fine, but then in the body of the article it says that Americans will be offered "a booster shot eight months after an individual’s second dose." So which is it? Will all Americans be eligible for a booster shot on Sept. 20 like the headline says, or will all Americans only be eligible eight months after their second shot? It can't be both. It has to be one or the other.
