is how it works. Somehow they can recommend disciplinary action but, just can't figure out what the action should be. We have police officers with a sworn duty to protect the country and they helped the terrorists. You can't make this up. If there was any justice in this country every one of them would still be in jail, waiting on a trip to Gitmo.
