3. Because bureaucrats follow instructions, and the easiest instructions to follow are to say no

If there was a rule in place, and some bureaucrat isn’t aware of an update, he follows the old rule. A year ago, when France wasn’t letting in anyone in except EU citizens with a letter of invitation from a French company and a recent PCR test, a French cop almost refused me entry because I wasn’t French. I showed him on his own form from the French government where it said “French citizens or lawful EU residents,” and he just said, “Oh, well in that case, come on in.” Bureaucrats care about CYA, not logic or common sense.

Besides, reports abound of faked vax documents, and the figures coming from the Republican-governed states are well-known here.
