According to Brownie (the horse trainer), when a natural catastrophe is going to happen, you play a little golf, maybe go to McCain's birthday party, but you do nothing to plan in advance. Heck, planning is for wusses. And when the event actually happens, like Ayn Rand, let them fend for themselves, at least for a while.

He thinks it is fine to do no advance planning and then wait days to respond. There are no other words for him - he is stupid.
