To be dangerously antagonistic.

If you really want to do something to quash this action, it's easier to control the trucks on the Interstates and limited access roads. Let them get out there and close the exits.

California has a massive monitoring system and measure can be taken to control their movement, smaller vehicles can use surface streets. Once they are identified, they can be served consequences in many ways.

Also, logistics. When they decide to move long distances, they can be controlled in out of the way locations. It isn't that hard to outsmart the majority of those who would participate.
