Of course, when I was working shipyard projects, technically I might have been transporting bomb making materials, between the cleaning gear, test equipment, cable and foundation fabrication materials, and my tool bag as I went back and forth on base.

Someone tipped them off. Otherwise, he would only have been caught because he got pinged for a random gate search and/or they had the dogs out and he was alerted on.
