I guess I too often take for granted that it'll be seen without having it pointed out. The meaning of my post was that if Romney had his way, we'd be watching as a patchwork of half-hearted private responders would be doing whatever they could to profit from thise debacle. After all, they would have to scurry to make up for the expenses incurred while holding responders at the ready during they years they had no disasters to profit from.
