4. Prosecutorial misconduct and incompetence needs greater penalties (or some penalties)

Cosby as loathsome as he is did give up his rights to refuse to answer questions in a civil trial based upon the decision of the prosecutor to waive criminal charges. In theory it was supposed to smooth the way to getting a civil judgement for the victim, but it turned out to be irrelevant in that trial.
