First to the Tsars, and then even to the Bolsheviks (they were the "acceptable" church that always counseled their followers to respect the government, even as it was killing and imprisoning their clergy), and now to Pootie-Poot.
For what it's worth, they also cut off all ties to the wider Eastern Orthodox Churches after the Patriarch of Constantinople (the Orthodox equivalent of the Pope) decided to recognize the Ukrainian Orthodox Church as a separate entity, instead of insisting it remain under the control of Moscow. Right now, Patriarch Kirill is considered a schismatic by the rest of Orthodoxy.
