that it didn't have 'factory' belts you were grandfathered or exempt. Don't know if that still holds - but I drove work vehicles that only had lap belts installed - and had to 'explain' that to the police officers a time or two. (back when having a conversation with a peace officer didn't mean putting your life in danger. purely snark, by the way.)

recent one, the spectators stood in the street blocking the cop cars, giving cars time to speed off
