The Soviet military took a "quantity has a quality all its own" approach, though they still largely neglected logistics. The Soviet Navy was large, but not really capable of projecting global power and rarely did anything resembling a battle group venture far from home. They simply don't have the trained crews and logistics chain to do so. I remember in the late 80's when the Slava (now at the bottom of the Black Sea) went on a "good will tour" of the East Coast and it had trouble maneuvering into the ports because half the equipment on it didn't work and the crews didn't know how to repair it.
