These are surface to air missiles that Russia is using widely in Ukraine because they fly above what Ukrainian air defences can currently hit. This may well force NATO TO deploy anti missile systems to shoot them down. Those same missiles could be used for offensive purposes as well and possibly hit targets as far away as Moscow so there is a reason they have not been giver to Ukraine.
