The Supreme Court prevents the D.C. Court Order from taking effect but it DOES NOT prevent the Federal Government from stopping the use of Title 42. The order says

...This stay precludes giving effect to the District Court order setting aside and vacating the Title 42 policy; the stay itself does not prevent the federal government from taking any action with respect to that policy... (emphasis added)

The Supreme Court is looking at whether the states can intervene, not the legality of Title 42.
