5. What this says to me is that we need some changes in tracking these documents.

Every classified document should have a number, and every document should be recovered wither by someone at the National Archives or by someone from the issuing national security agency by the end of a person’s term in office. It can’t be that hard to do. I track UPS shipments all the time with their tracking system.
