For example, I'm in Minnesota. There's a .22 revolver I want to own that's not legal to sell in Minnesota; it uses an inexpensive alloy frame and Minnesota still has Saturday Night Special laws in effect.
It's legal to sell across the border in Wisconsin, but I can't legally go there and buy it from a dealer without being a resident of Wisconsin.
Now, if it was a private sale, all bets are off. No universal background checks yet.
