40. I don't know if I agree or disagree with this move but Obama seems to be making it clear...

to the GOP that he won't be pushed around. Keeping Holder along with rumors of nominating Rice for SOS and Kerry for SoD tells me that he either expects a more contrite and cooperative GOP or that he's essentially telling them to "bring it on".
