4. Mayor Bowser vetoed the DC City Council proposal, but her veto was overturned.

The DC Council reduced criminal penalties for carjacking, robbery and burglary, as well as allowing voting for non citizens. After the Mayor's veto against it was overturned, the US House & Senate had the final say and voted to support Mayor Bowser's veto. That means the existing penalties remain in effect.
