schools would die.

Districts will always scream poverty when it comes to teachers and classified staff, because those people are irrelevant to a school system and are a dime a dozen and easily replaceable anyway.

Superintendent probably also has a guaranteed contract with a buyout clause, travel allowances and reimbursements (for personal travel) and subsidized housing.
