Remember that Bin Laden orchestrated a first attack on the WTC. They learned from that one and were very successful for the second attempt.
This guy might have trying to scope out the security for the White House. Of course this presupposes that his group would be smart enough to do anything with the information.
I just hope this was only a one-off by a RWNJ.
