Sending the state troopers and National Guard to help with reducing crime in NYC's subways is really more of a "show of force" to deter people with ulterior motives. The same approach was used in the airports after 9/11 when state troopers carried their usual weapons and the National Guard carried M-16s and other weapons. Give them a week or so in the subways and you'll probably see a big drop in subway crime.
