Made to appear bigger than it probably deserves to be seen as because the target was federal property, which brings in the FBI, BATFE, etc., leading to knee-jerk declarations that it was an act of political terrorism.

It's not terrorism unless the perpetrators make their motives known. In the 1970s the reactionaries would have blamed the Symbionese Liberation Army or the Red Brigades or the Black Panthers. Now they blame right-wingers. SSDD.
