where each "individual sale" IS considered "an individual/personal sale" of what they might have in their "collection".

THAT is the problem when it comes to firearms.

If they are a gun collector who claims that they were not "buying" their guns to sell later because they are just a "hobbyist collector", then who would one be to dispute that? They would argue that they could maybe decide to "sell or trade a few later" - just like people who buy/sell stamps or baseball cards or dolls.
