Because of the "2nd Amendment" there is a faction who believes that they are no different than a coin collector who can buy for and later be able to sell as many items from their "PERSONAL collection" as they want because they are not "a business" or "dealer", but a "collector" who might want to do an "individual sale" or "trade".
